The only way payment for owner resale listings is accepted is by clicking on the PayPal logo below and using a credit card.  You do not need to have or to sign up for a Paypal account to pay with your credit card
  

Click on the logo at the right to pay the $15 resale listing fee   ====>.
You must use this logo link  even if you already have a PayPal account -- you will still be able to use your account.

  

Make sure you finish the PayPal screens by clicking on "continue" and / or "return to merchant" after paying.  That will re-direct you to the signup form
